UGC CARE List Journals

The list was created in response to the problem of predatory/ dubious/ substandard journal publishing which tarnished the academic image of the country. The first group consists of journals that have passed through the UGC CARE protocols, and the second consists of those that are indexed in global databases.

The UGC CARE List 2021 comprises of two groups, instead of four (previously) to simplify the search process for researchers and authors. Each group contains a number of fields. The UGC CARE journal list is compiled by the Journal Analysis Cell at Savitribai Phule Pune University. The list is updated on a regular basis.

UGC CARE Index

The UGC CARE list has gained global recognition, as it is acknowledged by various international databases and cited in national and international publications. The list also helps to stimulate, empower, and grow Indian academia through its “Quality Mandate”. The CARE list is maintained by the University Grants Commission (UGC), India’s higher education regulator. It aims to keep tabs on the quality of research published in journals and discourage predatory publishing.

To do so, it has established a special cell for journal analysis at the Savitribai Phule Pune University. This cell is in co-ordination with four regional nodal centres and 25 council members. It also maintains a grievance portal and checks each qualified journal quarterly. If a journal does not meet the UGC-CARE protocols, it is discontinued from the list.

The CARE list includes Group I and Group II journals. The former are journals indexed in Scopus and Web of Science, which are globally recognized databases. The latter are journals that do not meet the UGC-CARE criteria and are therefore not considered credible for academic and research purposes.
