According to the Trade Promotion Agency, one of the reasons is the opening of potential markets that Japan is one of them. In the period of not opening, Japan is almost the only export channel of Vietnamese garment and textile. During the period of economic recession and global financial crisis, Japan shared the difficulties with this industry.

In recent years, Vietnam's textile and garment exports to Japan have increased by an average of 12%. In 2010, the first year of the implementation of the Vietnam - Japan Bilateral Partnership Agreement, Vietnam's textile and garment imports into Japan enjoyed a 0% tax rate, so the textile and garment turnover to this country reached 1.2 billion USD, up 20% compared to 2009, accounting for about 10% of Vietnam's textile export turnover.
